About UNW-DPC
The UN-Water Decade Programme on Capacity Development (UNW-DPC) started work on 1 August 2007. The aim of the programme office is to strengthen the activities of the more than two dozen UN organisations and programmes already cooperating within the inter-agency mechanism known as UN-Water, and to strengthen their activities and support them in their efforts to achieve the millennium goals related to water. This is not just a matter of capacity development related to water, but also of education, training and institutional development. The Vice-Rectorate of the United Nations University in Europe (UNU-ViE) serves as the umbrella organisation for the office.

UNW-DPC is part of a structured response to the Economic and Social Council (ECOSOC) 2003 resolution, which:
“calls upon the relevant UN bodies, specialized agencies, regional commissions and other organisations of the United Nations system to deliver a coordinated response, utilizing existing resources and voluntary funds, to make “Water for Life” a decade for action.”

To implement a coordinated response UN-Water has identified some cross-cutting activities, which have been established as three (3) common programmes:
- Water assessment and reporting (World Water Assessment Programme)
- Communications and outreach (Outreach and Communication Programme)
- Integrated capacity development (Decade Programme on Capacity Development)
The World Water Assessment Programme (WWAP) produces the triennial World Water Development Report and is hosted and managed by UNESCO with oversight by UN-Water. The WWAP is currently being transferred from Paris, France to Perugia, Italy, with the financial support of the Government of Italy.
The second programme, focused on communications for the Water Decade, has been established in Zaragoza, Spain in early October with the financial support of the Government of Spain. It will be hosted and managed by the UN Department for Economic and Social Affairs (UN-DESA) with oversight by UN-Water.
The third programme, UNW-DPC has been established in August 2007 in Bonn, Germany and is hosted by United Nations University. The programme focus on capacity development with the financial support of the Federal Government of Germany, through the Federal Ministries of Education and Research (BMBF) and Economic Cooperation and Development (BMZ).
The aim of UNW-DPC in the years 2007-2009 is to maximize system-wide concerted action and coherence, as well as effectiveness of the support provided to Member States in their efforts towards achieving the time-bound goals, targets and actions agreed by the international community, particularly those contained in the Millennium Development Goals (MDGs); and the Johannesburg Plan of Implementation (JPOI). It will also link the activities in the water sector to the broader efforts of the UN International Decade “Education for Sustainable Development” (DESD).
The present work plan of UNW-DPC highlights and focuses on the institutional aspects of capacity development; and emphasizes the education, training and knowledge management aspects of capacity development.

Mission Statement of UNW-DPC
The broad mission of UNW-DPC is to enhance the coherence, credibility and integrated effectiveness of UN-Water, by strengthening its capacity-development programmes, particularly in developing countries and economies in transition. In doing so, UN-Water will demonstrate a vanguard role and leadership in bringing together stakeholders in the capacity-development field and creating added value for their programmes.
The broad mission of UNW-DPC is to enhance the coherence, credibility and integrated effectiveness of UN-Water, by strengthening its capacity-development programmes, particularly in developing countries and economies in transition. In doing so, UN-Water will demonstrate a vanguard role and leadership in bringing together stakeholders in the capacity-development field and creating added value for their programmes.
It is envisioned that as this mission is implemented, national and local societies will be more able to:
- improve their absorption capacity and competence in water management;
- enhance the effective management of their resources;
- reduce their dependence on donors;
- support self-sufficiency within a globalized economy;
thus contributing to achieve internationally agreed objectives and targets worldwide. UNW-DPC is clearly focusing on developing countries. The above outlined aspirations acknowledge the most urgent needs in those countries and also correspond with the general aims formulated and pursued by the donor community.
